Unified Communications Center
This innovative consolidated communications center for the Washington, DC government, Office of Unified Communications (OUC) includes a call center and dispatching functions for all public safety (E-911 and 311 calls) and non-public safety (727-1000 city-wide call center). The center is also the home for the DC Emergency Management Agency (EMA) and includes its Emergency Operation Center (EOC) and the Regional Incidents Command and Control Center (RICC). The RICC allows for local, regional and federal emergency respondents to convene at the center during a regional emergency to coordinate actions.
This center was designed to GSA Security Level C security standards (blast/bullet resistant glass/walls and 100 ft. security set backs) and has 72-hour emergency self-sustaining capabilities. The facility has, in addition to the large call floor area, a food service area, a gymnasium, a visitor/media address center, an administrative area and a childcare development center. Construction included a 140,000-SF building and site work--three stories above ground and one story below ground. The site is located on 11.8 acres - 6.8 acres for green space, two acres for the building and three acres for the parking and roadway. This project was a joint venture between Tompkins Builders, Inc. and The Jair Lynch Companies.
